Teleport to ROMAGNA | Get the "NEWBIES PACKAGE" It is found in the top left of the game screen in the shape of a gift box, and is orange, it is hard to miss. Then you are given a teleport scroll, use it, and select ROMAGNA, it is near the bottom of the list next to TUSCANY.

Change flag so it reads: Drac
